I am looking to find the best tool to use to create an executive project governance prioritizing status report. I think a release report might be a good view to consider. Wondering how to set one up withing Jira
Hello Jessica, it is a bit hard for me to judge based on your information but ... assuming you´re aiming at an overview with multiple projects, Jira alone won´t do the trick. You will have to consider plugins. Also there is an important dependency on what metrics you use to prioritize (from easy to hard: story points -> time efforts (incl. estimates) -> monetized values -> any defined business value). More very reasonable factors: Due dates, risk assessments, structural considerations (scope related..), dependencies etc. etc..
Without more research or inputs I would recommend you take a look at these Portfolio Management extensions, which work as plugins in Jira:
Downside is: It´s not trivial to set it up according to your organization´s needs and it might include some extra transformation efforts
Extra benefits: You are no longer dependent on Jira Projects, Boards or teams. The scope you want to target in your report can come from anywhere on your instance (as long the information sits in Jira issues) and can be combined limitlessly.

Jan is right, @Jessica Peña. Structure for Jira from ALM Works (my employer) and BigPicture from SoftwarePlant are the two of the products that are mentioned most often. Both products allow you to organize and work with Jira issues in arbitrarily created, interesting (to you) ways that make it easy to visualize what's going on in your projects.
You might also want to look at eazyBI -- which is more of a classic reporting tool.
