Hi, tell me please if it's possible to create in Jira a web page with FAQ or WIKI library?

Jira is an issue tracker, not a documentation system, it's not got functions for creating ad-hoc blocks of text. 

But most Jira users will use it hand-in-hand with Confluence (which is a wiki)
