Field configuration setting not reflected when Creating new issue

Hi, I have done the below steps to make the description and label fields a required field. But when I go to create an issue this still does not show as mandatory.

I followed these recommended steps:

  1. Select settings > Issues.

  2. In the Fields section, click Field configurations.
  3. Click Configure next to the field configuration you wish to edit.
  4. You will see ''required'' next to fields that have already been marked required. Click Optional to remove this requirement. 
  5. To make an optional, visible field required, simply find the field and click Required

Is the Field Configuration you modified part of the Field Configuration Scheme assigned to the project where you are creating the issue?

Per that Field Configuration Scheme, is the Field Configuration you modified applicable to the type of issue you are trying to create?
