New to Jira, have been using Trello till recently. Trying to get up and running quickly, so lots of questions which I am trying to resolve myself but I don't want to set up the basics only to find I have built in constraints...
I want to have lists of Reference Items that are used on the cards - custom fields in Trello.

Are you working with Classic project or Next Gen projects?
In both you can set up custom fields that are selection lists. However, custom fields in Next Gen projects are specific to each project, not global. If you set up Custom Fields through Settings > Issues > Custom Fields, those can be used globally in JIRA Classic projects.
The custom fields have to be added to the Field Configurations that are used in Field Configuration Schemes that are used in your projects.
In Field Configuration Schemes you have to assign a Field Configuration as the Default, which is then used for all issue types that are not explicitly associated to a different Field Configuration in the Field Configuration Scheme.
You may also need to assign the field to Screens, so that it will be visible. Screens can also be made specific to issue types through Screen Schemes (associating screens with actions like Create and Edit) that are included in Issue Type Screen Schemes.

I don't really know the differnce between Classic and Next Gen. Currently playing with Next Gen but wonder if Classic might be better for us

I found a couple of youtube videos on the topic. I haven't actually watched them.
I work 99% with Classic projects, so I don't have much first hand experience with Next Gen

So in playing I see that I can create global list and it is shown when defining the Issue configuration.
I haven't (yet?) bumped into a number limit
