Sorry no, you cannot create the rule based on the visibility changing - just the Comment being added.

Is there any way when we add a comment for some comments only it should trigger an automation rule (except it should be in a certian group or role.)

Can you describe that in a little more detail? Maybe an exact use case?

lets say If a person is from a group and he/she commented then a popup will show if to trigger an automation or not. is this possible?
