I want to set the issue security feature in such a way that, when a person creates a ticket only he and one other person should have access to it with out even selecting the security level. Is it possible?

Yes, it is possible to configure a default issue-security level and add the reporter and the single user to it.
Note that using a default security level, will affect every issue created, and then if a level change is needed you can do it manually or through automation

When a user from one group is creating a ticket, security level must be selected by default.
This security level selection should depend on the users group.
Ex: If an user from Group A is creating a ticket the default security level should be Level 1.
If an user from group B is creating a ticket the default security level should be Level 6.

You can have only one default level per issue security scheme.
The default level will be applied as soon as the issue is created.
If you need is to select the security level during creation is also possible, but not automatic due to groups.
Another thing you can do is change the security level via automation, so just after creation check for user condition then apply the security level you want to.
