How are users able to see issue workflow state and transition descriptions?

Hi,

As an administrator, I can go to the issue workflow in settings and see the descriptions in edit mode.  Users can readily see the workflow to by checking out the workflow option in the status dropdown in the new view. However, there isn't a convenient way to see the descriptions which would be really helpful for users.  Thanks for you help!

that is not available to the user. if you want that you should consider documenting in Confluence. Actually a good practice for change control.
