I've been reporting this missing issue from the New Issue view for years now. Now Atlassian has just removed the old view, without providing a proper alternative inside the New Issue View.

No, I do not consider ranking to top or bottom from the Backlog view as workable, acceptable or useful. That is just forcing me as a user into extra clicks and work arounds, instead of providing me with a customer friendly experience.
I can no longer recommend Jira as a professional, until and unless this matter is resolved.
In your first screenshot, are you working from the backlog to get the issue view column? Or somewhere else?
Working from and viewing the issue itself, top right corner has 3 dots ... , click on it. There used to be 2 useful features in the dropdown: "Rank to top" "Rank to bottom".
They're gone now :(
