How do I create admin permission for my users to access company-managed project

I have cloud free version Jira software and I have 6 users that want to access the company-managed project that I created but I cannot add anyone because it stating that they need administration privileges. I have created a group for them with admin permissions. It did not work. Im still not sure what to do at this point to get them the permission they need to access the project.

In Free tier it is my under That every user is an admin. Can you go to admin > user management and show details on a couple and assess?
