How do I restrict a person so that they can only see one project when they log in?

I am trying to configure a projects permission scheme and user and roles scheme, so that when a person logs in they can only view and search for the one project of my choosing. I tried following this documentation but it doesn't seem to work. I'm not sure what I am doing wrong.

Give them the right "Role" for just that paricular project. Make sure that that role has the correct "Permission" according to the permission scheme, particularly the "Browse Permission".

And make sure they are in no groups or roles that grant them access to other projects.
