I cannot seem to find the specific permission in the schemes to set this. But I'd like to be able to allow a project lead and/or a project level admin to be able to add users into a company-managed project.
At the moment only an org admin or an admin with the jira-admins-team group can do this.
The problem related to the GLobal permissions list in the Browse users and groups permission. I have segmented user groups in our instance and this permission wasn't assigned so when the Project Lead would type a name into the user picker, nothing would would show up except for an ability to invite someone. Once this global permission was granted to this user group, the invites are allowed.

Is the user to be added one who has already been granted access to your Site and to your Jira Product? If so, then your Project Admin can navigate to the Project Settings and select People and add a user to the project there.
If the user has not already been granted access to the Jira Product, then that needs to be accomplished by a Site Admin or an Organization Admin.
If the user has not already been granted access to the Site, the solution depends on how users are granted access to your Site. Are current users allowed to Invite new users, or is site access locked down to being managed by Site or Organization Admins?
