How much shall we pay if same person open account in Jira service and Jira software product as well?

Based on the role, some of user will open an account in the Jira service only but some user will need to open an account both in Jira service and Jira software. How much we need to pay in this case? Do we need to pay for each product of Jira service and Jira software?
