There are a few free, potentially useful ways to measure lead and cycle times in Jira Cloud:

• The easiest way to do this is using the built-in control chart report.  Two keys for getting value from this report are: read the documentation to understand usage, and add quick filters to limit results shown.  Here is the documentation: https://support.atlassian.com/jira-software-cloud/docs/view-and-understand-the-control-chart/
• Use automation rules and custom fields to build your own reporting
• Investigate the marketplace for truly free options (not trial periods)
• Use the Excel or Google Sheets add-ins to pull data and build your own reporting in a spreadsheet
