How to create filter based on comment dates by groups

Our team would like to create a filter to help us determine if groups are commenting on customer issues in a timely manner. We do have ScriptRunner, so I'm experimenting with combining queries but I'm not clear on how to set up a filter to see if anyone in a group has not commented on an issue within a day of the issue being created. I'm wondering if I'll need to write a script for this? Suggestions welcome.
