The requirement is for a project there will be component lead. On ticket creation ticket will assign to component lead. Who primarily work on ticket. I need to define second third, fourth component owners. This is to ensure in case primary owner unavailable second/third/fourth component owners can assign ticket on work on it.
Please advise how to enable this function.

That is not something that is built in out of the box. However you could certainly do it with automation and custom fields. Create two or three custom fields for how many ever backups you need such as CL2, CL3…
Then use automation to set the other component lead custom fields based on the component selected. The one thing to be aware of is the fact that you could have multiple components and how this is actually handled relative to component lead assignment.

Automation is really good feature support lot of functions by creating rules.
JIRA Component Watchers was straight forward to assign secondary component leads and get notificaitons for (issue create) events.
