Only certain types of project have that option, there's nothing to enable in the projects that do not have it.

Not that I know of, but Atlassian are developing new stuff all the time.

What do you mean by "list view"?  What do you think is missing?

the ability to edit straight from the list view itself. The Issues view you cannot edit from the view
