What type of project is this? Team-managed?
So is the problem that the rule fires but can't find the fields that you included in the rule?

For Team-managed projects, they do not use the shared fields, only fields on that project. Can you verify that those fields are on the screen for the project?

I would definitely contact Atlassian Support to see what is happening.
