How to keep all of my assignee swimlanes visible even if the assignee has no issues assigned?

I have quick filters based on Teams ( jql for multiple assignees). However, if one assignee does not have an issue in one of the board's columns, then their swimlane is not visible on the board.

I would like to configure my Kanban board so that all of my swimlanes (based on assignee) remain visible even if the assignee has no issues assigned.

I do not see this setting on the board configuration. Is this possible?

No, that's not possible as you describe it. You might consider including another field or status in your query for the swimlane though.

Is there a work around for this now? It is just helps to see if anyone has capacity to help with an active sprint work

No, nothing has change. If you don't see a swimlane for them, they have capacity!!
