I am planning to migrate my teams JIRA instance from the server to the cloud. I am aware that the normal plan of action is to backup my server instance then follow the procedures of uploading it to the cloud.
I was wondering if there is a way to only upload certain project and schemes from my server interlace. There are a lot of projects that are inactive and schemes that we do not use anymore so I would not want them to be in our new instance.
Overall, I want to be able to only migrate the things I need from my instance and not all the unnecessary junk my team created.

If you can migrate the whole instance and then delete not required projects and schemes, it is the easiest approach. All other approaches are much more complicated.
The first one is to migrate configuration manually and then upload issues from a CSV file.
The second one to migrate to a staging server and then move the required configuration by Project Configurator or Configuration Manager.
