How to set field must be filled when workflow is transferring to next phase

For example,i transfer a issue from TODO to Holding through workflow,the deadline must be filled.

Are you working with a Team Managed project or a Company Managed project? That information will show at the bottom of the panel on the left.

For a Company Managed project you would add a Field Required Validator to the workflow transition. Refer to

For a Team Managed project you would add a Rule to the workflow transition. Refer to:

In either case not all fields may be supported by the rule.
