I am Org. Admin but I am unable to reactivate the disabled account and get the below error message:
"This user's Atlassian account has been disabled. Contact the user's organization administrators to enable the account."
For this one you may want to submit a ticket to Atlassian support directly. You should be able to do that as site admin for a paid license: https://support.atlassian.com/contact/#/
