I can't see the admin menu

If you have global user rights, the admin menu should be visible in the sidebar in the settings menu, but it is not visible. May I know what the visible conditions are?

Cloud Admin 메뉴의 Settings 탭 사이드바에 Admin이라는 항목이 있습니다. 내 창에 관리자 항목이 표시되지 않습니다.
기관 관리자 권한이 있으면 메뉴를 볼 수 있지만 설정이 잘못되었습니다. 확인하십시오.

My guess is that you are mixing the URL's 

The one from the screenshot is from the administrator view: https://admin.atlassian.com/ where you can see Jira's across all organisations in which you are admin and across all Atlassian products.

Specific Jira administrative section would have your Jira base url included eg. this is link to general system settings:  https://<your_jira_name>.atlassian.net/secure/admin/ViewApplicationProperties.jspa
