Add mapping for a given value, select default value or switch mapping type to Copy Values for (JIRA priority - TFS Microsoft.VSTS.Common.Priority) field mapping.

This exception usually happens because the Priority are not properly mapped. To fix it, you should navigate to your Sync Profile and Field Mappings. Then in this screen, locate the Other Mappings and edit the options for Priority. In there, chose map values and associate a value in Azure with a value in Jira.
