IdP/SSO and Site Access

We currently have IdP and SSO working with DUO and Atlassian Access, but when users' accounts are created they aren't able to access our portal. I need to manually invite the user then they are able to authenticate and access our portal.
On the site access tab, I have "approve the following domains" and thought they'd automatically get added to the site, but that's not happening.
Any help would greatly be appreciated
