If you can manage to get the data from ProjectPlace into a csv file, you can import them into Jira using the csv import function. Guidelines on how to properly format your csv source file and running the import can be found in this support article.
Before you start running any import, make sure that all the fields you need to import exist in Jira and are configured properly for the project(s) you want to import your data into.
