Importing data resource question

I am importing older Jira data into Jira Cloud.  Many of the resources (for assignee and reporter) are no longer here.  Is there a way to import in the data without having to create accounts for the resources?  I also don't want to pay for accounts for these resources that are no longer here.

I believe I need to add email addresses to create accounts.  These resources are no longer here.  Do I add dummy emails and then deactive the users after load?

If you use the Jira Import feature, then while creating new users you can check the option to deactivate users.
