Invite users not possible

Hi all,

since a few days I can not invite new users, although nothing has changed in my permissions. Each time i try I receive this message.

Anyone with same problem and solution to it?

Currently experiencing this as well. Couple of days ago it was ok and was able to add users. 

Currently using Jira Software for free up to 10 people and right now there's only 5 people added.
