I want to assign a task to people in my organzitaion, but they aren't member of the project, in which the task is that I want to assign.
These people shouldn't have access in this project but to this specific task.

There are differences between company managed and team managed projects when it comes to how access to projects is being set up. And those differences may impact your definition of member of a project.
In terms of principles, however, a user needs to have access to a project in order to be allowed to become the assignee of an issue.
In company managed projects there is a specific permission called assignable user. Your user must be granted that permission (usually by being assigned to a project role that has the given permission).
Team managed projects are less granular. But an assignee does normally do the work on an issue: edit it, change its status etc. So that user should definitely be members of the project too in order to do that type of work.

So there is no possibility for people who aren't member of the project to get a task from a project assigned?
But then evetually some people from my company will have hundreds of projects, because there is one task which is relevant for them in these projects.
I can imagine that those will eventually find it very confusing...
