Are you using Confluence as well or not?
In Jira Cloud, you can create a simple task management project in Jira Work Management
Just create a task for each meeting point of action.

@Dave Mathijs - Is there any specific reason for you to suggest Jira work management instead of Jira Software for tracking POAs?
It is possible to track POAs in Jira Software by creating separate projects.

Sure you can Jira Software but it's a bit overkill in my opinion when simply tracking POA's. No need for separate projects though. You can create custom fields for categorisation or any kind of structure.
