We need a button on issue screen which will create a task linked to the issue with linktype ‘is blocked by’.
Scenario:
I have a story.
On the story screen I need a button ‘Create task’.
It will open a pop-up window to create a new issue.
project will be pre-populated - the same project as the story
issuetype will be pre-populated - Task
it must be possible to change project and issuetype
The task will be linked to the story with the linktype ‘is blocked by’ - meaning the story is blocked by created task.
The same button should be on those issue types: Story, Task, Bug.
Is a possible to have this functionality on Cloud JIRA software site?
I appreciate any help.

There isn't a way to add a new button to do this. However, I'm not sure why the create button doesn't work. If you modify you create screen to present the link issue then it's simply a matter of adding that issue you want to link to. If you are currently viewing the issue you wish to link to then clicking create will bring up the current project and default Issuetype (task). In any event I'm sure you have your reasons but there isn't a way out of the box to do what you're asking. You might look at some add-ons that allow you to achieve your goals.
@Jack Brickey I get in touch with Adaptavist production support of ScriptRunner add-ons, but unfortunately in Jira Cloud, Script Fragments are designed to allow customize the UI inside of Jira Cloud by either displaying an external website inside the fragment or creating a button that can interact with an external application when clicked.
