Is it possible to create a Jira board as a template that a new project team can use to quickly get started with board set up, transitions and navigation?

Another option would be to clone the company-managed project along with the board with Deep Clone for Jira.
The advantage of cloning it with Deep Clone is that you can clone the project, the issues in the project and the board. The filter gets updated automatically, that it's fits to you're newly created project.
If you only want to copy the project board without the project, I would recommend the suggestion of @Trudy Claspill.

Jira does not natively have functionality to present board templates through the normal agile board creation process.
You could, however, set up a sample project with a sample board for Company Managed Software projects. Users could create a new board by copying that sample board. They would then need to change the Filter Query associated with their new board to reference their own project data (change the association to a different Filter, not change the original filter used by the sample board) and change the Location of the board to their own Project. The original board created with the project could be deleted.
Note that this will work only for Company Managed Software projects.
For Company Managed Business/Work Management projects it is possible to share the configuration of the Workflow between projects, but the board for the project is created automatically when the project is created. It can't be replaced with the above process. It would have to be modified manually.
For Team Managed projects the boards are created automatically along with the project. The above process won't work in those cases. The boards that are automatically created can't be replaced by the above process. In this case the users have to make the changes to the automatically created boards.
