Jira Cloud Developer - Installing/Importing Workflows/Issue Types As Part of App

I’ve installed some Cloud Apps that create a new workflows/issue types in my Jira Cloud instance.

I was trying to plan an application build that does this – that is, imports/creates new worksflows and issue types in a Jira Cloud instance. I am not seeing any resources or APIs that allow for this.

Anybody have a reference for developing this in cloud?
