Jira Software Cloud - 2 permissions: manage boards and add watchers

Most of our projects in Jira Software Cloud are team-managed so Dev teams can configure their projects however they want.

In 2 of our projects I've granted Admin perms to the Dev Leads but they cannot add Watchers nor edit/add/configure boards. I've searched the KB's and all the perms settings and i can't find the right trigger.

I see that Admin supposedly allows both of these actions, yet here we are.

Correction on the boards question. User can create boards that span multiple projects, but not for the 2 projects in which he is Admin.

He goes to Your Work | View All Boards | Create Board and can see all our projects, but not his 2 projects
