I am looking for post, suggestions, or advise on using advanced roadmap to do capacity planning before projects are started so that the management team has the visibility to resources capacity to prioritize list of projects.
My understanding from what I read online appeared to require that projects have to be in Jira and already in progress.
Is it possible to use the feature independent from having actual data from Jira?
or any suggestions on help me solve the issue of capacity in advanced roadmap for projects prioritization process?

Not really independently from Jira data, however you can look at Tempo Planner app where you can store your team's capacity. It is useful app that will let you have a view of your resources on a timeline but you still need to to allocate those resources on some activity in Jira but those need not to be detailed issues. You can just do assignments on projects so you have an idea about the availability and capacity of your resources.

I was wondering the same in a sense - why use Tempo Planner if you can run scenarios from Advanced Roadmaps - but that then needs sprints / story points I think to be defined. Im thinking Tempo for high level team and project capacity management and roadmap planning, then all the detail in Advanced Roadmap - but feels like a lot of admin maybe
