You can export the following data to backup your Jira Cloud site:

Users and user group settings

You can backup your Jira data at any time. However, if you include attachments, avatars, and/or logos, you'll need to allow 48 hours between backups.

Create a backup of your current ricoh-bldr.atlassian.net Jira data. You can keep this backup locally or import it into a different Jira cloud site or Jira server instance.
When you create a backup, Jira overwrites any previous backup file on this page. We automatically delete backup files after 14 days.

The backup option you are referring to is a manual backup option that is available to you, as a customer, to use for an ad hoc scenario. If you would like to e.g. create a copy of your site (with all standard functionality in it) you can use this option.
The backup file is created on your cloud site's file system, but after you create a backup, you will get a download link in the UI to download that file locally.
For disaster recovery purposes, your cloud site is backed up automatically on a daily basis. Files are kept available for 30 days. In case an emergency occurs, you should reach out to Atlassian support to get the right backup retrieved and your site restored as necessary.
