If they are owner it will continue to run without any issue. (however you'll have to check that any "failed executions" mails go to the right person)
If they are the actor the rule will fail.
Yes, and...to Dirk's answer:
Working with your site admin, you could view the complete list of rules and find the ones "owned" by the deactivated user's account. Your admin can then change the owner for the rule(s).
If you have a lot of rules, this can be a bit cumbersome as there is no search for owner in the rule list. A work-around for that is to ask the site admin to export all rules, and then search for the deactivated account in the authorAccountId field in the exported JSON file.

Even if you disable the owner of Automation rule still automation rule will not stop working.
