×Can we invite non product managers to jira without them having to pay license fees, does this have to be done on a project basis.

So we need 3 project managers to access the full functionality Jira cloud. to set up projects sprints etc.
Then we have project stakeholders who are assigned tasks who just have to complete the tasks.
We may have 20 stakeholders with tasks, how do we set them up so they don't have to pay the license fee.
You can't. If people are accessing and using Jira (assigned tasks, updating status of tasks, etc) they need a license.

There is technically an exception to this - you can apply the "anonymous" group to permissions, which lets not-logged-in users do things.
But never do this on Cloud or public DC/Server install for any form of write (being assigned, comment, edit, transition etc) - you will be spammed and abused.

Licensing is paid per user for your Jira Cloud instance. It is not allocated per project.
What functionality do you want the users to have; create issues, edit issue, read only...?
For users to be able to use the functionality of Jira Cloud they either
1. must be a licensed user of your Jira Cloud instance, or
2. you must enable Anonymous Access for your Jira Cloud instance, allowing them to access it anonymously.
There may be some tools available to help users interact with your Jira without requiring a license, but it depends on exactly what you want to allow them to do.

If you expect the users to interact directly with the Jira application you will have to allocate them Product Access and pay for their licensing or enable Anonymous Access. In the case of anonymous access you would not be able to allocate different permissions to the PMs vs. the stakeholders. Since the nature of anonymous access is to not have identifiable information about the user, Jira would not be able to distinguish one anonymous user from another for the purpose of granting permissions.
The alternate is to look for a third party app that would give them some access to Jira functionality without granting the individual access and licenses, or develop your own interface to Jira leveraging the API. I don't think there is any third party app that would meet your requirements, which would effectively be circumventing licensing agreements.
