Missing project hours in Tempo report

I'm trying to help one of our team leaders get a report of hours booked by the team. 

Unfortunately, hours for one recently created project are stubbornly refusing to show up in the report. 

I did check permission repeatedly and accurately: View All Worklogs permission & Tempo Project Manager project role are granted to the user but the report still does not show the hours from the project. 

any clue of what we may be missing?
