We are on JIRA server 8.13.1 and planning to move to JIRA cloud soon. I have few question which i would like to know.
1) We have two custom plugin in jira instance. how would they be taken care of in cloud version?
2) We also use ticket creation via email feature and uses POP mailboxes. Would we be able to migrate them as well and retain the funtionality.
Yes, email works in a similar way on Cloud, see https://support.atlassian.com/jira-cloud-administration/docs/create-issues-and-comments-from-email/
You will need to rewrite your plugins for Cloud, or find alternatives. Cloud does not allow the installation of Server/DC plugins and has a totally different framework for apps.

No, the frameworks are totally different.
You can probably reuse the code that does the logic in your apps, but the Cloud version of the app will need to be written from scratch.

Is there a link to the description of this framework? We have the same challenge in moving to the "cloud".
