I am a project manager.
The following issue statuses are in the workflow of our classic software project:
Backlog -> To do -> Working in it -> Waiting for code review -> Code review OK -> Done -> Product Review OK"
During Sprints, it is necessary that developers have permissions to move tasks between all the statuses above, but not between the “Done -> Code review OK" statuses. The last task move should only be done by the product manager.
What additional project settings do I need to do for this?

You can place a Condition on the workflow transition from Done > Code Review so that only a certain group or a certain project role can perform the transition.

I would put conditions on those workflow transitions. We have a couple add-on's for workflows, so I don't remember if that can be done out of the box or not.
