If a user is able to see the Start Progress transition but not the Approve transition on an issue and their co-worker is able to see both, what could be the reason behind it?

Assuming this is from an issue's main view - it could be a workflow condition.

To check this:

  1. Go to Jira Settings > Issues
  2. Select Workflows from the left-hand menu
  3. Locate the workflow for this project / issue type, and select Edit
  4. Select the "Approve" Transition - and in the pop-up, select Conditions
  5. Look for a condition in the list which limits users

Some common examples are:

  • Only Assignee / Only Reporter
  • User is in a Group (this is user group)
  • User is in a Project Role
  • Permission-based (eg. user must have Close Issues)
