Let me see if I understand your use case correctly:
-you have teams that use Jira Software and organize their work in sprints
-you have other teams that don't currently use any Jira product that would like to submit ideas/requests/needs and stay updated on the progress of their request
Question 1: Would access like this require a license?
Yes, if you want your users to directly create issues in Jira Software projects. This will also allow them to see the active Sprints.
No, if you want users to submit issues as requests through a Jira Service Management portal. Customers (here your business team mates) can raise requests without requiring a paid license. But they won't be able to see what's been selected for an active Sprint since without a license they can't see what's going on in Jira Software.
Question 2: Are there a recommended set of permissions?
This depends on whether or not you go for the paid user option with Jira Software or free "customer" option with a JSM portal.
I'm not an expert on permissions, so I'll let another user chime in for that.

Forms (previously called ProForma) are available for Jira Service Management and Jira Work Management, but not on Jira Software. Forms are not a stand alone product.

Yes, if you add a form to a Jira Service Management request and users raise requests through a portal. You will not need to buy licenses for those users.
It sounds like you are looking for a way to be able to share information in Jira with non Jira users. If you are also using Confluence, have you tried some of the different macros that allow you to display information from Jira in Confluence?
