According to this documentation: https://support.atlassian.com/jira-core-cloud/docs/view-and-manage-a-projects-versions/ a project admin should be able to edit version details. I was certain this was the case but it appears to be no longer the case.
I've tried a number of things. Assigning this individual to Project Lead and adding the Project Lead to the Administer Project Permission as well as I've tried adding them individually to the administer project permission none of which gave then the options to Edit or Release a Fix Version. Both the ellipsis to the right of each version name does not appear on hover over nor does the Release Button appear on the top right of the Release Screen.
Any help would be great. Thanks.

Thank you for reaching out.
In fact, the Administer projects permission is the correct permission to allow your user to edit and release any versions.
That being said, I suggest you to check the following:
1 - Double check if the e-mail of the user you are adding in the project permission is the same as the person is using to log in
2 - Ask him to properly clear his browser cache and try to edit the release in a different project
3 - if you are using Portfolio for Jira, check if you are using a cross-project release. If it is, make sure the user is added as a project admin in all the projects related to that release.

Surprisingly enough this suddenly started working again for all users it stopped working for without clearing of cache, etc.

@Petter Gonçalves me with the Role = "Administrators" can't Create and release a version from the column.
When I am clicking on the option "Create and release a version from this column" in the Kanban board,
I am getting the message "You must have Project Administrator permission to release a version".
