Admin on Jira

I have been given Administrator rights in Jira Cloud for our ISO Security team.  We have other departments in the company using Jira just not in the cloud yet.  It is my understanding (I may be very wrong) that if the other departments choose move their instance of Jira to the cloud it would automatically make me  the  Administrator for their department since we are all under the Corporate Account. Can anyone tell me if this is the case?

I believe if you the manage your organizations domain, you would then be able to manage all users and accounts accordingly from within https://admin.atlassian.com/
