Assign default Dashboard for a user

Is there a way to assign a dashboard to a user (not the system dashboard)? There are some gadgets I want to use but the gadet requires that a project or group is specified which creates problems because we multiple projects/groups.

Or if there is a way where I can disable the systemdashboard and force a user into choosing a dashboard that could also work.

You cannot assign it but you can share the dashboard with an individual, group or a project role.
