I imagine you are using the bulk import from regular user perspective and there are few restrictions there.
The ability to create across projects using CSV is only available in Admin section, try the below steps and you will see the ability to define project in your CSV.

It sounds like this feature is out of reach for Project Administrators. Are there any known workarounds for users that do not have the JIRA Administrators global permission?

I'm not sure of any workaround for this at this moment, maybe there are some app in the Marketplace that can provide this feature for non admin.
