Hi,
It looks like Project Admins cannot modify workflows even if the workflows are not shared with other projects.
This is becoming very inconvenient and a cause of frustration for project teams and IT due to the unnecessary conflict it creates.
Please advise on the best way to solve this.

From the Atlassian documentation about workflows:
As a project administrator, you can only edit a workflow that belongs to your project if:
The workflow not being shared with another project is what I have seen as the most likely cause of the project admin not being able to manage the workflow for their project. Based on your original post, it sounds like you have already eliminated that as a cause, so you should check the other tow possibilities.

@Dharmesh Barot since you are on Jira cloud (sorry, I didn't notice that first time), it looks like this is an ongoing problem that hasn't actually been resolved yet. I suggest you vote for the suggestion made back in 2016 that Atlassian still has marked as "GATHERING INTEREST".
Maybe now that Atlassian is pushing more customers to cloud, they might start looking at implementing more of these feature requests (especially for things that already exist in the server version).
