I believe I know the answer, but I'll throw it out to the Jira Experts out there.
Is there a way to "Create Project Templates" that will be added into the templates that come with Jira (this is where ClickUp changed the game, right?).
They are wanting a template named a certain thing that when chosen would have the same settings, boards, Jira forms (App, but specified to auto-populate with certain issues, etc.).
If that's not an option, what would be the best remedy and option to give my client?

Unfortunately, you will not be able to copy 100% the same settings, but you can do the following:
The closest you can come up with is setting a Jira Project with the issue types, screens, workflows schemas and leaving it empty. The when you create a new project, you can copy using the shared settings with an existing project: https://support.atlassian.com/jira-software-cloud/docs/create-a-new-project/
For example, we have various templates for agile projects for Scrum and Kanban with specific issue types, workflows and screens that are different. When a new Scrum project is requested, we just copy the shared settings.

It's not 'exactly' what the client wants, but it's a darn good 2nd option (in my opinion).

since you seem 'not exactly' satisfied with the create projects with 'Share settings with an existing project' checkbox solution. Let me tell you that we've built an app to that allows to create custom project templates for easy project setup.
While we are not able to list the templates directly under Jira's native templates list, we created our own global page, where you can even allow non-admins to create projects based on custom templates.
