I need to syncronize jiras created in a project at a customer cloud jira tenant to our company cloud jira teneant (=one way integration). For that i'm looking for the best sync tools. The customer are willing to install an app on their side but they do not need it and therefor does not want to pay for it.
All tools I can find does have a price model based on number of users in BOTH tenants. That will not work beucase we are only 15 users in our tenant but the customer does have >1000 users.

Exalate has a free pricing plan. I've used it in the past and was very impressed with it.
You could pay for your end and run a free version at the client. You'd have to confirm with exalate how that would work. The free end will have a limit of 1000 issue per month.

Most synchronization solutions rely on direct communication between plugins installed on both synchronized instances so once buying an app from Marketplace the application license tier has to match the maximum number of users of the Jira products on your instance.
Still, it's usually possible to get a custom offer when contacting a given vendor or partner directly. It's surely the case of Deviniti and our tool Issue Sync - Synchronization for Jira.

Still, as someone else might have a similar question in the future I would like to share info about a brand new and free solution by Deviniti - Issue Sync Lite.
This app allows admins to connect two Jira Cloud instances and sync projects, issue types, fields, and comments (and soon attachments) between them.
