Developers would like to know if Jira API v3 Full documentation and Guide are available.

One of our colleagues on one of the larger product teams is looking for JIRA REST Java Client Library documentation for v3 similar to this that was created : https://ecosystem.atlassian.net/wiki/spaces/JRJC/overview?homepageId=27164679

Do you have any documentation similar to this for Jira API v3?

The older docs provide the JIRA REST Java Client Library, download, tutorial, javadoc, project dependencies, etc....  The information is well-organized into one document.

Developers were unable to find anything similar for Jira API v3 during independent searches of Atlassian documentation.

It probably does not exist because Atlassian doesn't officially support JRJC. That effort, the JRJC, is very rarely updated.
